About the Fund
This scholarship program was established by Titonian Wallace Sr., the inaugural Chair and Founding Member of Washington County Chamber of Commerce's Black Advisory Business Council, to empower Black graduating seniors from Hillsboro High Schools.
It facilitates their pursuit of higher education or vocational/trade programs, offering support for studies at non-profit community colleges (associate degrees), 4-year colleges/universities (bachelor's degrees), or accredited vocational/trade schools.
The Black Advisory Business Council strongly believes in the value of students embracing these educational paths, fostering a deeper appreciation for self-investment, increasing earning potential, and creating a lasting family legacy.

Through grassroots efforts and community partnerships, we are building a sustainable foundation for minority students in Washington County.

To be eligible for the BABC Scholarship, Hillsboro High School graduating seniors must meet the following criteria:
- Maintain a minimum 3.0 GPA
- Demonstrate financial need
- Have at least 1 month of paid work experience
- Preference given to first-generation college attendees
